As Captain in the City Marshall Division
- Doug started a program called the Marshall Area Response Service. It provided courthouse security, field response service and picked Houston’s worst hot spots for 5-7 day intervention. Doug met with merchants and citizens to find out what could be done to improve the area. The Response Service cleared up numerous city warrants, picked up many serious felony suspects and caught people in the act of crimes.
